President Goodluck Jonathan has again scored himself high, stating that his administration “is making progress in all the sectors of the economy.”

The president stated that his government was committed to attaining the Millennium Development Goals in 2015.

Jonathan said that his government had also helped in reducing the nation’s maternal mortality rate by 30 per cent in the last four years.
He gave this disclosure at the inauguration of a 40-bed Comprehensive Cottage Hospital at his country home, Otuoke, Ogbia Local Government Area, Bayelsa

What Can We Expect From The Next Decade of Technology?

Technology tends to run in cycles. Microsoft ruled the 90s by building essential software for enterprises. Then Apple created a new device driven marketplace in which the consumer was king. What will drive the next decade?

While these things are always hard to predict with any specificity, much of the writing is already on the wall. Humanlike, no-touch interfaces will be combined with a pervasive array of sensors and intelligent back-end systems to form a new Web of Things. Computing will become truly ubiquitous.

This new era of computing will be different than anything we’ve seen before. Technology will cease to be something we turn on and off, but will become an inextricable part of not only our environment, but ourselves. It is a future that is both utopian and dystopian (depending on your perspective), in that the human experience will change dramatically.

4 Digital Laws

When William Gibson said, “The future is already here – it’s just not evenly distributed,” he meant that the seeds of the future are sown in the present. While there is no telling the exact composition of the fruit that those seeds will bear, we can expect the stalks to grow according to the laws already apparent.

The information economy has been around long enough for us to have identified four digital laws that drive the growth and direction of technology:

Moore’s Law: Back in the 80s and 90s, when computers first landed on our desktops, we were mostly concerned with processing power, because we wanted to be sure that our hardware would be capable of running the software that made computers useful.

Today, however, most of us pay little attention to processing speeds because we’re confident that whatever device we buy will be fast enough. That’s because of Moore’s law, a principle first identified by Intel cofounder Gordon Moore in 1965 which states that the power of our chips doubles about every 18 months.

Kryder’s Law: When Steve Jobs first returned to Apple, he revamped the product line and then went searching for the next big thing. An avid music fan, he was disappointed with the primitive MP3 devices on the market and envisioned a new product that would allow him to carry around 1000 songs in his pocket.

In a matter of months, his team identified a supplier which could deliver drives that were both small enough and powerful enough to make good on his vision. The iPod was born and Apple was on its way to becoming the most valuable company on the planet.

Of course, 1000 songs is no big dea anymore. Today’s iPods carry 40,000 and you can buy a drive that can play 1000 full length movies for a few hundred dollars, less than the price of those original iPods. This is thanks to Kryder’s law, which doubles storage about every 12 months, even faster than Moore’s law increases processing power.

Nielsen’s Law: Even after we stopped worrying about the speed of our computers and our hard drives became big enough that we didn’t need to clean out our e-mail archives every month, we still had trouble accessing content because Internet connections were so slow. Now with 4G mobile connections, we scarcely have to worry about it.

President Goodluck Jonathan has again scored himself high, stating that his administration “is making progress in all the sectors of the economy.”

The president stated that his government was committed to attaining the Millennium Development Goals in 2015.

Jonathan said that his government had also helped in reducing the nation’s maternal mortality rate by 30 per cent in the last four years.
He gave this disclosure at the inauguration of a 40-bed Comprehensive Cottage Hospital at his country home, Otuoke, Ogbia Local Government Area, Bayelsa State, on Friday.

According to him, the nation’s current maternal mortality rate stood at 350 as against 500 deaths per 100,000 women recorded in 2008.

He said the administration would keep working to realise the MDGs target of 250 per 100,000 women by 2015.

He said, “Let me use this unique opportunity to tell Nigerians that as a government, we are working extremely hard to meet up our Millennium Development Goals.

“Nigeria, a great country, is faced with a number of developmental challenges, which we have tried to confront since inception of this administration, two years ago.

“We embarked on reforms of several sectors of our national economy with a single-minded commitment and determination.

“I am glad to declare that we are making significant progress in all sectors, as it is evident for all to see. The health sector as you are all aware is a cardinal priority of our transformation agenda.

“Attainment of the universal health coverage as well as the provision of comprehensive health care for all our citizens is a goal we have set for ourselves.”

He said the construction of the cottage hospital was initiated by the state government in 2006, but was later taken over by the MDG office.

Jonathan further disclosed that the hospital was completed by the Federal Government in conjunction with the state government.

Calling off visit, Obama acclaims ailing Mandela

The possibility of a meeting between the two historic figures — the first black president of the United States and the first black president of South Africa — was so tantalizingly close. But with Nelson Mandela fighting for his life in a Pretoria hospital, President Barack Obama abandoned his hope for a visit and instead on Saturday used every stop here to talk in emotional and sweeping terms about what Mandela meant to the world, and to him.
"I expressed my hope that Madiba draws peace and comfort from the time that he is spending with loved ones," Obama said, using the clan name by which Mandela is widely known, after a meeting with some of Mandela’s children and grandchildren. "I also reaffirmed the profound impact that his legacy has had in building a free South Africa, and in inspiring people around the world - including me. That’s a legacy that we must all honor in our own lives."

In an earlier news conference with South Africa’s current president, Jacob Zuma, he also had spoken about one of Mandela’s greatest gifts: his ability to see beyond his own considerable legend.

"Despite how revered he was," Obama said, Mandela understood that government must be "bigger than just one person, even one of the greatest people in history. What an incredible lesson that is."

Obama had built his Africa trip months ago on the hope of meeting with Mandela, whom he has called a personal inspiration. Like many South Africans, he was also eager to ensure that Mandela’s legacy will live on through younger generations. He brought his two daughters on the trip, even as many locals spent Saturday taking their own children to makeshift memorials outside the Pretoria hospital where Mandela, 94, lay in critical condition and the Johannesburg home where he lived much of his time after his release from 27 years in apartheid prisons.

Herschelle Sigudla went to the hospital on a brilliantly sunny South African winter morning with his wife and two teenagers to pay their respects.

"We were in university during the struggle," said Sigudla, 43, a physiotherapist, referring to himself and his wife, Pinky, 39, a radiologist. "He inspired us to look forward to the new South Africa."

Sigudla and his family sparkled with the confidence and prosperity of the new South Africa’s affluent, well-educated black middle class. With his arms around them, he said: "We wanted to be here for our kids as well. This is history. One day they will learn it in school, and we want them to be able to say, ‘We were there.’"

Obama praised Mandela as "one of the greatest people in history" and hailed South Africa’s historic integration from white racist rule as a shining beacon for the world.

"The struggle here against apartheid for freedom, Madiba’s moral courage, this country’s historic transition to a free and democratic nation has been a personal inspiration to me. It has been an inspiration to the world," he said.

Obama: South Africa a critical partner

US President Barack Obama on Saturday affirmed his country's commitment to enhancing co-operation and trade with South Africa and its neighbours.
"Africa is on the rise and South Africa is always at the forefront of trends in Africa," Obama said at a joint media briefing with President Jacob Zuma in Pretoria.
"I see South Africa as critical to one of my top priorities on this trip and that is to promote trade and investment that helps unleash growth here in Africa and ultimately will benefit the United States of America."

Obama pledged support for the extension of the African Growth and Opportunity Act (Agoa), which expires in 2015. Agoa allows Southern African countries to ship certain products to the US tariff-free.
"Today, almost all of South Africa's exports to the US – 98% already enter our market duty-free, Obama said.
"I told President Zuma I want to renew, but also improve and update the Agoa, so we are generating more trade and more jobs."
But, Obama said he had to first demonstrate to US companies the benefits of investing or exporting to SA.
"We're going to make sure our trade negotiators have a serious conversation about how we get a win-win formula that delivers jobs and opportunities for people here in SA and also in the US," he said.
Peace-keeping
South Africa's role in peace-keeping efforts was also lauded.
"We thank SA for being a leading force in the African Union from promoting peace between Sudan and South Sudan to economic co-operation across the continent."
Zuma welcomed Obama to the country despite protests against his two-day visit.
He said Obama was visiting Africa at the "right time".
"We are pleased to be working with you [Obama] today with a common goal of expanding trade and relations between our two countries," said Zuma.
"Mr President you are visiting Africa at the right time... Africa is rising... It is the second fastest growing region after Asia and has become an attractive market for investment."
Zuma said he was committed to strengthening the US-Africa partnership.
In 2011, total trade with the US was in excess of R130bn, with South Africa enjoying a trade surplus of around R18bn. South Africa was also the US's biggest market in Africa, accounting for R73bn of American exports.

A Nigerian student Victor Olalusi has emerged the best graduating student with a grade point of 5.0 in the Faculty of Clinical Sciences at the Russian National Research Medical University, Moscow.

According to his friends, Olalusi previously had the best WAEC result in 2004. JAMB Best Science Student (JAMB score 322) - 2006. Cowbell Prize Award - 2006. Medcine First Merit list (OAU) - 2006. “As much as I would like to ignore the current issue on hemp, I think I owe well-meaning people some clarification. It is so easy the misconception that can come from a picture- the genius of technology. If you cannot find me holding a wrap of marijuana then you may want to slow down on your assumptions. We shouldn’t use our platforms to spread half-truths. 

A fan wrote those words with herbs on my birthday on instagram, and I replied: “Thank you #teampoko”. Now how does someone else’s action become my crime? If I said those words (‘Mi smoke gaja mi smoke weed while my hatez smoke ma gossip’ ) I will stand by them but I didn’t, and just because it is convenient for people to believe the lies still doesn’t make it the truth. The whole thing is falsified by people who just love to have fun at other’s expense. 

Let’s put some thought to some of the things we write. Don’t do cut-and-paste. The original pictures are there to see; but no! That is too boring to be the truth. BRYMO BLASTS CHOCOLATE CITY

In a recent interview, former member of the Chocolate City crew opened up about his reasons for leaving the label and what his plans are.
Excerpts.
On why he left the label.My debut album was not released properly. Songs were leaked even after they promised that they were safe. And then there was my single, which was poorly released. I think I deserve an explanation why the release was messed up. That already is a breach. You took my song, edited it and released it behind my back; very unfair. It's something I don't want to talk about but there's news everywhere that I am smoking weed and people are saying I don't get shows because of that.

On weed-smoking.
Yes, but for God's sake, I have not done anything to mess up the contract. What else do you think anybody would say just to make me look bad? It's like giving a dog a bad name so you can hang it. They needed to come up with something. Like I said before, a lot of artistes are doing songs about weed and I have not even done a song on weed before.

On how Choc Boys affected his project.
We were supposed to record a Choc Boy album in 2012, which I could not agree to because I had my own album in the works. But it's even worse than that because nobody ever called me up.
Whenever they had Choc Boy meetings I was never there. I heard stuff from my other mates on the record label and I am like 'when did you have that meeting?'
So, it's easy now for them to come out and say I am still a Choc Boy. However, I was never treated like one!

On his new plans.
Chocolate City says I can't go anywhere but they will have to sue me to enforce that and we will meet in court.

On who his new management will be.

This is music business. By the time you shop for a few weeks, you'll find a manager and a publicist. The songs always come first so if I don't have an album in the works, what do I need a manager and publicist for.

On his current relationship with Chocolate City crew.
We have a very cordial relationship, funny enough. We talk on phone and we even exchange visits. When I got my new car four months ago, I drove to Miss place and said 'come take a look at my car.' When we meet at events we still talk.

On his personal relationship.
Yes, I am in a relationship. But no plans for marriage right now. I met the lady in my life at a birthday party. What struck me about her was that she was tall and beautiful. The attraction was her height. 'Who no go like fine girl?' I like the way she carries herself and the way she treats me.

On marriage plans.
(Laughs) I am 27-years-old so I am still thinking of roaming around a little more before settling down.

t would have been an opportunity to mend fences – they are widely perceived to harbour some differences.

But, Wednesday’s “mid-term dinner for transformation team” at the Presidential Villa was for President Goodluck Jonathan and Rivers State Governor Rotimi Amaechi a missed opportunity to pump hands and flash some smiles.
Amaechi entered the venue of the dinner and went straight to the President’s table – apparently to exchange pleasantries. He almost got to the President when a group of security aides blocked his way, fencing him.

The Nigeria Governors’ Forum (NGF) Chairman was unruffled. He went to take his seat.

A source confirmed yesterday that a security operative blocked Amaechi because of “a protocol breach”.

There was anxiety in the governor’s camp following alleged mumbling of some words by the operative.

A source, who spoke in confidence with our correspondent, said: “The governor meant well in trying to meet with the President as a sign of deference to the nation’s leader.”

“Acting on alleged intelligence report on the utterances and disposition of the governor, the security operative, in a stern manner, told Amaechi: ‘You cannot see the President; you cannot see him.’ The tone suggested a pre-meditated action.

“The same operative started mumbling words which sounded like threats. I think the incident did not allow Amaechi to wait till the end of the event,” the source said.

Another source said as Amaechi entered the dinner venue, he went straight to the President’s table, but “the ADC and the CSO” blocked him.

The source said there was no exchange of words. “As soon as they blocked him, he got the message and turned back.

A minister who shared a table with the governor saw it all,” the source said.

Amaechi could not be reached for comments last night.

But a security official, who pleaded not to be named because be is not permitted to talk to the media, said: “There was a breach of protocol by the governor and the operative politely asked the governor to tarry a while.

“The dinner was already on when Amaechi and some governors came in. In protocol, there was no way a presidential guard or security operative would allow anyone to exchange pleasantries with the President in the middle of an event.

“It was not a slight but a protocol norm. I think the security operative lived up to his job.”

A Presidency source, however, disputed the alleged encounter between an operative and Amaechi.

He said: “All the governors were well-treated at the event. They were all sitting either on the second or third row to the President. Everything went well – by the reckoning of the Presidency.

“I also sat very close to the governors; I cannot remember such incident happening at all.

“Governor Amaechi has not spoken about the alleged incident. I do not know where those writing about it got this story.

“If it was true, Amaechi would have disclosed this when he spoke with the State House Correspondents on Wednesday night at the Villa.”

A source in the NGF said: “I think the President should look into the alleged mumbling of some words to the governor. The mumbled words sounded like threats.

“The incident goes beyond protocol issue.”

The Action Congress of Nigeria (ACN) yesterday urged President Jonathan to probe the report.

In a statement by its National Publicity Secretary, Alhaji Lai Mohammed, the party said the President should ensure that whoever is behind such a condescending treatment of a governor is properly sanctioned to serve as a deterrent.

‘’We are making this call because we do not believe that, in spite of the reported frosty relations between the two, President Jonathan – as the

father of the nation – will lend the weight of his high office to such a demeaning action as exhibited by the presidential security personnel.

‘’To believe that anyone occupying the esteemed office of the President of one of Africa’s most important nations will be a party to a situation in which any security aide will willfully fence a state chief executive from paying his respect to the President at such an open gathering will be to think the worst of the occupier of that office. That is why we have chosen not to believe that this indeed occurred, and why we are calling on Mr. President to tell Nigerians that ‘it ain’t so’

‘’We shudder to think of what efforts are being made – including the use of national institutions – to undermine Governor Amaechi if the treatment reportedly meted out to him at the dinner has the approval of the powers that be. We are even more worried at what will happen to a governor from the opposition who falls out of favour with the President, if a governor from the same party as the President can be so publicly humiliated,’’ it said.

The ACN said it was particularly incumbent on the President to clarify the report because Amaechi, the authentic Chair of the Nigerian Governors’ Forum (NGF), extended an Olive Branch to President Jonathan by attending the dinner along with the other governors who voted him into the NGF chairmanship, despite the fact that the President is publicly supporting the losing faction of the NGF, in what is being seen as a democratic faux pas.

The party said the President must learn to separate politics from governance by rising above petty partisanship as he steers the affairs of state.

‘’At this point, we have no choice than to call attention to the recent speech by the Speaker of the House of Representatives, Hon, Aminu Tambuwal, to welcome back the honourable members from their short break.

ACN quoted the Speaker thus: “I am strongly persuaded to state once again that from the little that we know, there is a dichotomy between politics and governance. Thus there is a difference between a candidate in electoral contest on the platform of a political party and in an elected official who has assumed a non-partisan responsibility and taken oath to protect and preserve the constitution, to serve the people and the nation.

“Needless to say that generally, whenever partisan interests conflict with national interest, it is partisan interests that must be sacrificed in the preservation of the national interest. The oath we took is that of constitutionalism and national service and not of suffocating partisanship.”

The party urged all political office holders, irrespective of their party affiliation, to eschew the kind of pervasive and petty partisanship that led to the reported disrespect shown to an elected State Governor by a security agent being paid with taxpayers’ money.

Nigeria Still Winning: 20 Terrorists killed, 4 Boko Bombers Arrested in Borno

No fewer than 20 people suspected to be members of a terrorists group have been killed in Mainok Village of Beneshiek Local Government Areas of Borno State in a gun duel between them and men of the Joint Task Force. Also killed, according to a reliable source, are two security personnel suspected to be policemen.

This is even as four high profile Boko Haram members including one suspected to be very close to the leader of the sect group, Sheikh Abubakar Shekau, were reportedly arrested yesterday by
Vigilantee Youths popularly known as ‘Civilian JTF’ in Maiduguri, the Borno State capital.

Our Correspondent gathered from reliable source that the terrorists invaded Mainok Village on Wednesday in an attempt to launch attacks on one of the security posts in the area, but they were repelled by the JTF. The source said the terrorists laid ambush in the evening at about 6pm, which led to the exchange of gunfire.

He said, during the encounter, several members of the terrorists group were killed, while two people suspected to be security operatives were also killed by the suspects. The arrest of some men believed to be memebrs of Boko Haram, it was gathered, took place in different locations in Maiduguri metropolis.

Three of the suspected members of the sect were arrested at Galtimari ward close to Giwa Barracks before they were handed over to the JTF unit along 21 Armoured Brigade Roads, while the other was arrested at Kawar-Maila in Shehuri ward, one of the strongholds of Boko Haram sect which had witnessed series of killings, bombings and destruction of houses in recent past.

The ‘Civilian JTF’ which has been assisting the JTF to rid the state of terrorists, came to NNPC filling station along Lagos Street after they arrested one of the suspects which they claimed to be very close to the sect leader, Shekau, and bundled him in one of their vehicle’s boot.

Speaking to newsmen in an interview at the filling station, one of the ‘Civilian JTF’ who did not mention his name said that they were taking him to one of the car wash near the Sanda Kyarimi zoo in the metropolis to show them some of his lieutenants where they were hiding with their guns.

Due to the total closure of GSM network services in Borno State for the past one month, the JTF spokesman, Leuitenanat Colonel Sagir Musa, and the Police Public Relations Officer, DSP Gideon Jubrin, could not be reached for confirmation.

Probably referring to how the opposition can win the next election if the votes are allowed to count, Amaechi said “Things should be done in such a way that the electorate defend their votes, not just leaving them in the custody of the police alone or leaving the place after voting.”

Tonto Dikeh May Go To Jail For Smoking Igbo; She Cries That People Hate Her

The National Drug Law Enforcement Agency, NDLEA has reacted to the photos of Indian Hemp posted by Nollywood actress, Tonto Dikeh, on the social media, boasting that "I smoke ganja".
Disclosing that Tonto Dikeh may spend the next 15 years in prison for daring to smoke Igbo and expose it, the NDLEA spokesman, Mitchell Ofoyeju said:

“Our attention has been drawn to the post quite frankly and I can tell you that action will be taken on it. The law is clear and NDLEA has been very clear on the issue. No one is permitted to sell, use, cultivate or encourage the use of Indian hemp in Nigeria. D'banj Signs Etisalat Deal; Gets A Mouth Watering N250m Deal

The Lagos State Police Command has arrested 22-year-old Babajide Bashorun, for allegedly kidnapping a female undergraduate of the University of Lagos, Akoka, and raping her.

The police said Bashorun, a dog breeder, did not only rape his victim, he also took snapshot of her nudity, which he later posted all around the Internet...

A family source said, “Few days later, the pictures were all over the Internet. The picture had the name and surname of the girl, her university, age, department and course of study. People were stopping her on the campus to tell her they had seen her nude pictures on the Internet.

“The girl’s relations later saw the pictures and urged her parents to report the matter at Adeniji Adele Police Division.”

Policemen from the station subsequently arrested Bashorun. A senior officer from the station told Punch that the police were still on the trail of two other undergraduates of UNILAG.

The duo, identified as Mayowa and Ademuyiwa, both 400 level Architecture students, were accused by the police of complicity in the crime.

Detectives from Adeniji Adele Police Station are working on the theory that the pictures were leaked to the Internet through the duo of Mayowa and Ademuyiwa.

Bashorun had said he only sent the snapshots of the girl to Mayowa, who in turn sent them to Ademuyiwa.

The dog breeder, who denied beating his victim, said they had been dating for long and he had spent a lot of money on her.

He said, “She is my girlfriend. I wanted to buy ipad for her. I was able to raise about N70,000. She came to my house to collect the money on that day.

“We had argument and I used floor mop to hit her on her back. I now took her pictures. I sent the pictures to my friend, but I didn’t tell him to post the pictures on internet.”

GistPlaza.Com gathered that Babajide Bashorun was charged to court on Tuesday for his crimes while the police PRO said they are still searching for the other guys who are on the run.

Nigeria’s Foreign Reserves Fall To Lowest In 3-Months


The nation’s foreign exchange reserves fell 0.16 percent month-on-month to $48.33 billion by June 24, the lowest level in more than three months, data from Central Bank of Nigeria (CBN) showed on Wednesday.

The reserves, however, were up 30.86 percent year-on-year, compared with $36.93 billion the same time last year.

The CBN had sold $3.02 billion at its twice-weekly foreign exchange auction between May 22 and June 24, in its bid to support the Naira, foreign currency traders said.

Naira Falls to N161.55

Naira fell against the dollar to its weakest in over a week on the interbank market as the CBN failed to intervene in the market on Wednesday, traders said.

The currency closed at N161.55 to the dollar, its weakest since June 14 when it closed at N162.7 to the dollar.

Naira closed at 160.50 to the dollar the previous day.

“Demand for the greenback remain strong in the market, while the sales of $12 million by Agip was too little to support the Naira,” one dealer said.

Traders said the central bank failed to sell dollars directly to some banks outside its regular twice-weekly auction as it had done in the last two weeks, causing the Naira to lose value.

Nigerian central bank had sold about $3 billion between May 22 and June 24 at its twice-weekly foreign exchange auction, plus an unspecified amount sold directly to banks, in its bid to reduce pressure on the local currency.

“We expect the naira to continue to lose value in the near term unless the central bank sustains its intervention in the market,” another dealer said.

At the regular forex auction, the central bank sold $300 million at 155.75 to the dollar, compared with $500 million sold at the same rate on Monday.

Recruit More People Into Military To Fight Insurgency, Senate Urges Jonathan

The senate has urged President Goodluck Jonathan to direct the military  and security agencies to carry out urgent recruitment to increase the size of the forces as the insurgency has overstretched the security agencies.

The decision was one of the recommendations from the report of investigations into the killings which the senate approved at plenary on Wednesday.
The senate also asked government at all levels to re-open all government institutions, health centres, and police stations shut down as a result of the activities of the Boko Haram sect in Baga border town, Borno state.

With echoes of international and national condemnation over the magnitude of the loss of lives and accusing fingers pointed at the military for its alleged role in the violence, the senate mandated its committees to investigate the incident.

The Chairman, Senate committee on defense, George Sekibo said the figure of casualties and loss of properties was exaggerated a claim some of the lawmakers challenged.

GistPlaza.com also learnt the number of casualties aside, lawmakers said government at all level must address some fundamental problems if Nigeria hopes to win the war against terrorism.

2013 budget : Reps Reject Jonathan's Amendment Bill

The House of Representatives in Abuja on Wednesday rejected President Goodluck Jonathan's proposal for amendment to the 2013 Appropriation Act.

The News Agency of Nigeria (NAN) recalls that on March 14, Jonathan sent a request for amendment to the N4.9 trillion 2013 Appropriation Act to the National Assembly for consideration.

This was sequel to a report by Rep. Albert Sam-Tsokwa ( PDP-Taraba)-led Committee which was unanimously adopted.

According to Sam-Tsokwa, the amendment sought by the presidency is ambiguous and not precise.

``The document, the Appropriation Act 2013 amendment bill which Mr President forwarded to the house has nothing to show that it is a document.

``Apart from the long title of the bill, it has nothing again to show that it is a document seeking to amend or repeal and re-enact the 2013 appropriation act," he said.

He said that the amendment also did not specifically spell out sections it sought to amend.

``The purported amendment bill, a five clause bill, is completely and totally silent on what and which sections of the 2013 -appropriation act it seeks to amend and or repeal.

``Clearly, what the amendment bill 2013 seeks to appropriate is more than what is appropriated for the 2013 fiscal year in the 2013 appropriation act.

He said that the amendment was more of the executive seeking additional funds which could not be achieved through an amendment bill.

``Obviously, this cannot be achieved through an amendment bill. The answer lies in a Supplementary Appropriation under Section 81(4) of the 1999 Constitution as amended.

``Mr President, being the only authority constitutionally endowed and empowered to initiate money bill, may wish to resubmit a proper bill as Section 81 clearly ties the hands of the Parliament," he said.

The spokesman of the house, Rep. Zakari Mohammed ( PDP-Kwara), said the scope of the amendment made it seem that the National Assembly had not passed the budget in the first place.

According to him, amendment means there is a law on ground that has defects, but with the level of the amendments requested, it is as if a new budget is to be passed.

``But do not forget that a budget has been signed and if someone is saying that because an amendment has not been passed he won’t implement the budget, then there is a problem somewhere," Zakari said.

It would be recalled that on June 4, Rep. Yakubu Dogara (PDP-Taraba), raised a point of order faulting the request for amendment of the 2013 budget by the presidency. (NAN)
